First Instruction Assembly rewrites its teacher-formation rules around source before exemplar, but a west-route teacher packet has already escaped, forcing the east from internal correction into a recall race before the cleaned lesson hardens elsewhere.

Chapter 95: Source Before Exemplar

Once a room had been corrected publicly, bureaucracy became very brave.

That was the first thing Doss said after the assembly admitted the west-route packet had already left.

He was right.

By midmorning First Instruction Assembly had converted from a chamber of beautiful offense into a drafting engine of penitence so industrious it almost risked becoming self-congratulatory about the speed with which it had stopped being wrong in the particular manner currently least defensible.

Mirel prevented that by remaining herself.

Halwen did too, which Kael respected more than he expected.

Not because she had become soft. Because she had accepted that teacher formation now required a confession at the root rather than a prettier packet in the middle.

They kept the assembly in session.

If the room had dispersed, a dozen corridor versions of the correction would have gone out by lunch wearing all the old appetites with one or two ashamed adjectives pinned to the collar.

Instead Kor took the central rail and made everyone stay until the first-lesson correction had been written tightly enough to survive that hallway species of improvement.

The title came from the words Teach had burned into the speaking stations.

Better than the prior night's language. Still ugly enough to live.

Halwen wrote the opening clause herself.

"One: no teaching room under Upper House may use current-form packets, provisional common forms, or comparative digests as first exemplars. First instruction begins with source relation, burden relation, unfinished status, and local body."

That mattered because she wrote it. Because the room knew what it cost her to do so. Because future teachers learn at least as much from watching authority reverse itself honestly as they do from any clean sentence authority prefers to call timeless afterward.

Venn added the assembly discipline:

"Two: any instructional packet drawn from unsettled material must mark what was asked, what burden made it necessary, who bore it, what remains open, and why abstraction is being delayed."

Soren:

"Three: comparative instruction may compare only after source lines are fully visible. A summary may not become a first lesson by being easier to memorize."

Mor, after a long silence:

"Four: continuity queues cannot authorize common exemplar intake from current crises without first-convener approval and written statement of unfinished status. Any attempt to move provisional common form into formation rooms is breach, not efficiency."

Doss approved that without smiling. Which, in him, was almost applause.

Nera took the chalk next.

"Five: if a teacher cannot explain why a packet is unfinished, the packet is not fit to be handed on."

Halwen nodded. No defensiveness. Only work.

That was how Kael knew the correction had gone deeper than embarrassment.

It had reached craft.

Aram dictated the enforcement line:

"Six: all west-route, north doctrine, comparative school, clerk-formation, and archive-method packets issued from East Adjudication or Upper House after Brack Ferry are to be treated as recallable pending source review."

Mirel sharpened it.

"Seven: recall does not authorize silent destruction. Any contaminated packet is evidence."

Bell Reed again. Annex C again.

The chain learning, at painful speed, the same lessons in successively more central rooms because humans apparently preferred repetition with higher ceilings before admitting pattern.

Kor signed last. Not dramatically. Not reluctantly either.

She read the whole order twice before taking the seal.

"This does not settle doctrine," she said while the wax warmed. "It settles the right of unfinished truth not to be taught as closure."

Good line. Dangerous line. True enough to leave scars where needed.

The assembly heard it properly.

Because this room above all others understood the cost of saying not yet in a system built to reward anyone who could make a premature answer sound stable enough to keep the lower rooms obedient.

When the order was copied out, Kor split the work by the same tracks the breach had tried to use.

Comparative schools. Doctrine alignment. Clerk formation. Teacher circuits.

No one left with a packet they had not read aloud in front of witnesses who could still smell the theft under the old version.

That too mattered.

Teaching was turning out to be one of the most dangerous ways to move a lie because people rarely thought to inspect a first lesson as suspiciously as they would inspect a court order or a harbor release.

Lessons entered by trust. That made them faster. That made them worse when wrong.

Kael stood by the west packet table while Halwen read the recall notice to the room that had almost mouthed the provisional common form into adulthood.

Some of the younger teachers looked angry. Some ashamed. Some relieved in the shaky way people often did when they had suspected the first sentence was too smooth but had not yet accumulated enough status to call it theft without risking their future.

One of the trainees from the front row approached Venn afterward holding the now-invalid recitation copy with both hands like a thing she was embarrassed to have touched.

"What do I do with this?" she asked.

Venn took it. Turned it over. Wrote one line across the face in broad dark hand:

BREACH EXAMPLE / NOT FOR RECITATION

Then gave it back.

"Keep it," she said. "Remember what it wanted from your mouth."

Maybe even excellent.

Because destruction alone would have let the room pretend the danger had been a packet. Not an appetite. Not a cadence. Not the relief of stable nonsense arriving early enough to feel like kindness.

By noon the first recall runners had gone.

North doctrine desk. Common clerk formation. Comparative school. Archive methods.

But the west-route teacher circuit remained the sore point.

The packet had left before dawn. No exact stop logged after the outer gate. Only route mark:

west training loop / river schools priority

That was broad enough to be insulting.

Doss read it. "Naturally. If a wound can't be fatal, at least let it be vague."

Mor said, "West training loop serves seven local teacher rooms, three clerk schools, and two doctrine preparatories before the river counties break south."

Mirel looked at him. "Can it be overtaken?"

"By ordinary recall? No."

Tohr asked, "By extraordinary recall?"

Mor did not answer immediately. Which was answer enough.

Kor did.

"Yes," she said. "If we stop pretending this remains an internal correction and treat it as what it has become."

The room knew.

Not a paperwork dispute. Not a schoolhouse embarrassment.

A propagation race.

Who taught first. Who taught cleaner. Who taught truer.

And whether the west-route rooms would receive the retraction in time to learn source before exemplar, or wake already half in love with a stable first sentence that had arrived early enough to feel merciful and only later reveal the teeth hidden under its polish.

Kael looked at the recall tables. At the trainees now copying the new first instruction under witness. At Halwen moving among them without gentleness and without disguise. At Venn and Soren turning the breach into a teachable warning rather than a vanished inconvenience.

The room had corrected.

The chain had not.

Not yet.

Kor folded the west-route mark and handed it to Mirel. "Take Aram. Take Mor if he remains useful. Take whoever can still outrun the packet. I want the west rooms interrupted before sunset."

Mor said, "If I go, the center will call that self-protection."

Doss answered, "It is self-protection. The useful kind."

Fair enough.

Kor looked at Kael last.

"The assembly learned how to teach truth without stealing it," she said. "Now go see whether the road can learn faster than the schools."

The next turn named cleanly.

Not another inward room. Not another packet only.

The race between corrected instruction and propagated error, carried west by people who might never know they were receiving the center's first clean theft until it had already settled into their first lesson.
