Chapter 148 — One Sea
The review room in Port of Spain overlooked the harbor with the smugness institutions often borrow from windows when the file itself would prefer to confess.
White walls. Pitchers. A ceiling unit leaking patient cold. Beyond the glass, water moving between cranes and coast-guard hulls under a sky too bright to be innocent.
Keisha arranged the pages before anyone else sat. Not by office. By continuity.
Launch: Georgetown claim. Stabroek supply line. Seawall slip launch note.
Shelf: current chart. shelf-set bulletin. the middle of the crossing recovered from water instead of inheritance.
North shore: patrol relay. coast-guard transfer. ward note. death intake.
At the end of the table sat the video link to Georgetown. Althea there in the claims room. Asha and Kamla beside her. The second green pouch on the table between them.
Across from Keisha:
a coast-guard legal officer,
a hospital registry attorney,
and an ombuds representative whose expression suggested she had already lost patience with the phrase regional reception before arriving.
The attorney opened with category language.
"This review concerns a possible delayed identification of an unidentified foreign national received under regional maritime cooperation-"
Keisha cut in.
"No. It concerns a route you have been trying to cut into inheritances."
She touched the pages one by one.
"Georgetown claims the shore was cleared."
"Stabroek sells nine jackets, nine waters, and a key pouch for Asha."
"The shelf keeps one water while your maps rehearse ownership."
"Then a patrol finds nine, a coast guard takes nine, a ward receives nine, and one man keeps a green pouch on his chest while asking whether Georgetown is still on the same sea."
The legal officer spread his hands.
"Shared-water patrol and inherited sector distinctions create attribution difficulty."
Keisha slid Marlene's note forward.
Same sea by Georgetown still?
"No," she said. "Inherited distinctions create administrative temptation."
Noor tapped the coast-guard intake.
"Nine at launch. Nine at patrol. Nine at guard. Nine at ward. The count did not inherit new parents. Why did your certainty?"
The registry attorney looked at the family identification sheet on the screen.
"A pouch and an old thumb scar are not, by themselves, definitive origin."
Asha lifted the second green pouch into frame.
"It is not merely a pouch. I cut it from my old raincoat. I ran yellow cord through the top. I put my digits inside with the back-gate key because my brother said home should remain smarter than the boat. He carried that pouch from the seawall slip to your ward and asked if the sea was still the same by Georgetown. If you still require the Atlantic to say more than that before you give his body back its route, then what you lack is not evidence. It is nerve with a colonial filing system."
Kamla added only:
"Name my son where you finished receiving him."
The legal officer turned to the shelf chart.
"Shared-water progression does not always preserve formal departure certainty."
Althea's answer came flat and clean through the speaker.
"No. It preserves sequence. Your institutions keep treating sequence as a lesser form of truth because sequence embarrasses inheritance."
Keisha placed the launch note beside the patrol line:

The ombuds representative read the chain in silence and looked at the attorney.
"Can registry identify on convergent basis of departure continuity, shelf continuity, patrol continuity, coast-guard transfer continuity, ward continuity, retained key-pouch property, thumb-scar continuity, and family identification?"
The attorney did not answer quickly enough.
"Yes," he said.
"Can the coast guard continue calling origin unresolved where the route remains intact across one sea?"
The officer exhaled.
"No."
Keisha set the correction form in front of them.
"Then stop charging the Atlantic rent for your paperwork."
The attorney wrote first. Plainly.
Unknown adult male admitted alive from coast-guard transfer and deceased at Port of Spain General Hospital identified as Joel Persaud on convergent basis of departure continuity, shelf continuity, patrol continuity, coast-guard transfer continuity, ward continuity, retained key-pouch property, left-thumb scar continuity, and family identification.
The ombuds representative added:
Shared-water transfer and inherited maritime distinctions do not sever route continuity in this matter. Registry and coast-guard files to be amended accordingly and counterpart authorities notified.
The legal officer signed last. With the expression of a man discovering that regional and inherited had never actually been synonyms for innocent.
On the screen, Asha lowered the pouch. Kamla did not move. She watched the signatures.
Micah, from the wall:
"Good."
Outside the review-room glass, the harbor water kept moving under the same light. Inside, the sea kept one line at last.
